Yes, as you state, for many of us this is not a surprise.

One interesting point is the role of the Treasury. When they decided that, through austerity, they would begin the annual reduction in central funding for local authorities and ASC. For that to be replaced by funding sourced locally. Not only has this been seen as a core element of the malaise of local government, but also in the 'blame' that voters appear to be directing towards local government.
